REGULATIONS FOR INTERNET USERS IN TOKYO(都内のインターネットカフェをご利用の方へ)

Your cooperation with ID verification is required.

The Tokyo Metropolitan Government is enforcing the ORDINANCE ON REGULATIONS OF BUSINESS LOCATIONS THAT PROVIDE INTERNET TERMINALS in order to prevent cybercrimes and other crimes/unwanted incidents caused by misusing Internet Cafés as well as maintain safe and anxious-free environments for residents. In accordance with the Ordinance, ID verification is required when a user/customer uses an Internet terminal at business locations that provide Internet terminals.

HOW TO CONFIRM ID?

The user presents his/her official document (identity verification document) to the Internet terminal-providing business operator before he/she receives the service.

WHAT DOES THE BUSINESS OPERATOR DO WITH THE ID PRESENTED BY THE USER?

Business operators record the users’ identifiable information (name, address, and date of birth), form of ID, and registration number. The data will be stored for 3 years from the last day of service.

WHAT FORMS OF ID ARE ACCEPTABLE?

The acceptable forms of ID are limited to the documents specified by the Ordinance and must include name, address, and date of birth.

Acceptable forms of ID

  • Driver’s License, Driving History Certificate
  • Health Insurance Card
  • National Pension Book
  • Residence Card, Special Permanent Residence Card
  • Basic Resident Registration Card, Individual Number Card(The individual number will not be recorded.)
  • Passport
  • Certificate of Family Register, Certificate of Partial Family Register
  • Certificate of Residence
  • Student photo ID(The ID must be issued by a school specified by the School Education Act.)
  • Documents issued by other government or municipal offices such as Unemployment Insurance Eligibility Certificate, other licenses or permits, Public School Student ID, etc.(Notification cards are not acceptable.)

TO FOREIGN NATIONALS WHO ARE STAYING IN TOKYO FOR A SHORT TERM

Please present your Passport or Crew Member’s Pocket-Ledger.
If your Passport or Crew Member’s Pocket-Ledger does not have your home address, your nationality and registration number, instead of the address, will be confirmed by the business operator.
If you wish to present other forms of ID, such as Driver’s License issued in your home country, other than Passport or Crew Member’s Pocket-Ledger, it must be issued by the public agency as well as contain name, address, and date of birth.

IMPORTANT NOTICE

  • ID must be valid when it is shown to the business operator. If the ID doesn’t have an expiration date, it has to be within 6 months after it was originally issued.
  • If the ID doesn’t have your current address, you may present some other form of document such as utility receipts including electricity, gas and water for confirmation.

WHAT IF YOU PRESENT FALSE INFORMATION?

You will be subject to a penalty (fine of 200,000 yen or less) if you try to hide your true identification, for example, by showing someone else’s ID or membership card.
